The intersection
Meta-RL argues that the prefrontal cortex doesn’t just implement reinforcement learning — it learns what kind of RL to implement. It discovers learning algorithms through experience. Self-play generates curricula and strategies from scratch by playing against itself. Combined: a meta-RL system that discovers its own learning algorithm through self-play would be a model of cognitive development — a system that bootstraps from no learning algorithm to a powerful one, using only the pressure of self-competition.
What the corpus implies
The meta-RL paper (2018, Botvinick et al.) and the self-play papers (2017–2018) were published within a year of each other, both from DeepMind, both involving Hassabis as co-author. But they never cite each other or acknowledge a connection. The meta-RL paper frames the prefrontal cortex as a “slow” system that shapes a “fast” striatal system. The self-play papers frame self-play as a curriculum generator. Neither asks: could the prefrontal cortex use self-play to discover its own learning algorithm?
The “reinforcement learning, fast and slow” paper (2021) comes closest — it explicitly connects dual-system theory to RL — but still treats the fast/slow split as given rather than discovered.
What’s missing
- No paper asks whether meta-learning and self-play could be unified into a single training procedure.
- No paper applies meta-RL to game-playing domains where self-play is available, or applies self-play to the meta-learning problem itself.
- The developmental question is entirely absent: how does the prefrontal cortex initially discover a good learning algorithm? Self-play provides a plausible answer that the corpus never considers.
Generative potential
Concrete architecture: A system with two levels. The inner level plays a game (fast RL). The outer level plays a “meta-game” where the moves are modifications to the inner level’s learning algorithm (slow RL via self-play). The outer level’s reward is the inner level’s performance after N episodes. This would be “self-play at the meta level” — the system discovers not just strategies but learning algorithms through self-competition.
Cognitive development model: This maps directly onto a theory of cognitive development. Infants start with rudimentary learning (hebbian, habituation). The prefrontal cortex “tries out” different learning algorithms by running them on incoming experience and evaluating which ones produce better predictions. This is self-play at the algorithm level. Over years, it converges on the adult learning algorithm — which is why adults can learn some things effortlessly (the algorithm has been optimised) but struggle with genuinely novel domains (the algorithm is specialised).
Connection to CLS theory: The complementary learning systems paper (paper—what-learning-systems-do) argues the brain needs a fast learner (neocortex) and a slow learner (hippocampus). Meta-RL × self-play suggests a third system: a meta-learner that discovers what the fast and slow learners should be. This fills a gap in CLS theory — why these particular two systems? — with a developmental answer: they were discovered by meta-self-play.
Falsification: If a meta-RL system trained on a fixed task never discovers a learning algorithm that improves on hand-tuned RL, the discovery claim is false.
